I. As a guiding principle, children between the ages of 2 and 12 are eligible.

II. Targets for placement:

1. Orphaned and/or abandoned children and young adults.
2. Under Subparagraph 1 or 2, Paragraph 1, Article 52, Protection of Children and Youths Welfare and Rights Act (hereinafter referred to as the Act), children and young adults on whom enforcement has had no effect.
3. Children and young adults protected under Paragraph 1, Article 56, Protection of Children and Youths Welfare and Rights Act.
4. Under Paragraph 1, Article 62, Protection of Children and Youths Welfare and Rights Act, children and young adults who have experienced a major change in their family situation and need a place to go to.
5. Children, young adults and their families that need protection and shelter according to other laws.
6. Placements according to the articles highlighted above must be authorized by the city and country authorities.

III. Under Subparagraph 2, 4 and 5 of the above articles, the parents, single parents with custody of the children and young adults must meet one of the following conditions for the children to be placed at the home:

1. Aged 60 and above.
2. Suffer from chronic mental illness.
3. Suffer from illness that requires long term medication and care.
4. Suffer from physical disability and unable to work.
5. Awaiting sentencing of criminal charges.
6. Disappearance.
7. Low-income earners unable to provide for their children.
8. Special working conditions rendering them unable to care for their children.
